Description

This is a full-time, project oversight and owner's representation Development Manager role based in Floriana, Malta. Under the direction of the Director of Real Estate Property, the Property Development Manager will manage the full lifecycle of real estate development projects, support through design, construction, and handover. Responsibilities include the translation of property development briefs in to detailed property development proposals, coordinating planning and permitting processes, and managing external consultants, contractors, operators and vendors. The role will require monitoring project budgets and timelines, co-manage risks and issues, and ensuring that projects meet quality, safety, and regulatory standards. The Property Development Manager will support the Director of Real Estate Development for the team to collaborate closely with internal investment, finance, and asset management teams to align each project with the firm’s strategic, financial, and operational objectives.

  7. • Act as the owner’s technical representative, providing oversight and direction to external project managers.
  8. • Oversee procurement processes, ensuring competitive, fair, and efficient contractor selection.
  9. • Manage contract administration, ensuring adherence to contractual obligations, timelines, and budgetary constraints.
  10. • Liaise with architects, engineers, legal advisors, and other professionals to ensure smooth contract execution.
  11. • Engage with regulatory authorities to obtain necessary approvals and ensure compliance with development regulations.

  13. • Provide external project teams with templates, best practices, and access to relevant project data to standardize operations.
  14. • Implement structured project management frameworks and methodologies, ensuring compliance with company protocols.
  15. • Establish a repository of best practices, lessons learned, and industry standards, facilitating continuous learning.

  17. • Develop and implement cost control measures to prevent budget overruns and mitigate risks.
  18. • Formulate high-level and detailed project schedules, setting clear milestones and anticipated completion timelines.
  19. • Monitor project expenditures and maintain tight financial control to ensure cost efficiency.
  20. • Identify risks early and develop contingencies to avoid project delays and cost escalations.

Requirements and Skills

  1. • Proven capability in Contract Negotiation, including managing terms with contractors, consultants, and service providers.
  2. • Strong knowledge of project management frameworks, methodologies, and industry best practices.
  3. • Ability to manage budgets, control costs, and develop financial forecasts for projects.
  4. • Solid background in Property Management, including oversight of building operations, maintenance considerations, and lifecycle planning.
  5. • Demonstrated experience managing end-to-end real estate development projects, ideally within mixed-use, residential, or commercial sectors.
  6. • Knowledge of local planning regulations, building codes, and permitting processes in Malta, with any knowledge of other European jurisdictions considered a plus.
  7. • Excellent stakeholder management, communication, and presentation skills, with the ability to influence and collaborate across multidisciplinary teams, with experience in engaging and communicating with architects, engineers, legal professionals, contractors, and authorities.
  8. • Strong analytical, organizational, and problem-solving skills, with attention to detail and the ability to manage multiple projects and deadlines.
  9. • Bachelor's or Master’s degree in Architecture, Civil Engineering or a related field.
  10. • Minimum 5+ years of experience in real estate project management, construction management, or development oversight.
